NO LEADERS, NO DEN

We are all told that at sign up night, if you don't recruit a den leader
for a group of boys, then you don't have a den.
What do you do with boys (1st Year Webelos - Three of them) that have been
with the Pack since Tiger Cubs and all of a sudden have no Den Leader.
(Their Den Leader of two years moved to another city.) Each of the Parents
of the respective boys already has a job with the Pack, CubMaster, CC, COR,
Pinewood Derby Chairman - MC, Scout-O-Rama Chairman - MC, Christmas Party
Chairman - MC. We had three new fourth graders sign up at Roundup, but
their parents are not willing to be leader. We did tell them that if there
is no leader, there will not be a den. Still no volunteers. I am not
really willing to tell these boys or their parents (including myself) that
they cannot be in the Pack.
Our 2nd Year Webelos Group is full with 9 boys, so merging the two groups
together is not an option either.
Any and all suggestions welcome.
