Take a look at an Eagle Application. Under "Age Requirement
Eligibility" it states, "Any Explorer who achieved the First Class rank
as a Boy Scout in a troop or Varisty Scout in a team may continue
working for the Star, Life, and Eagle Scout ranks and Eagle Palms while
registered as an Explorer up to his 18th birthday."
Then take a look at Requirement 4 which lists the positions of
responsibility that are acceptable as the "six months" of leadership
required while the boy is a Life Scout. In an Explorer Post/Ship, these
are president, vice president, secretary, treasurer, boatswain,
boatswain's mate, yeoman, purser and storekeeper.
So, a boy may indeed become an Eagle Scout while registered in a Post or
Ship. It is somewhat difficult as the leadership positions he may hold
to fulfill the requirements for Eagle are somewhat limited. This is why
some Explorers who want to attain Eagle also remain active members of a
troop or varsity team.
