I'm still not sure where this is a violation. You still have two deep for
the activity once everyone else arrives, and there is no one on one on the
way up. With only three people there if one gets hurt it is easy to take
the third person with him when he goes to the hospital, so I can't see what
the DE is talking about.

That is a different problem altogether and one which needs to be dealt with
with the Scout involved.
