Considering that I think we can assume that the Scouts should at least have
READ the requirements for the merit badge, can it be said that they are
totally "innocent" in this matter? Can we REALLY believe that they had NO
IDEA that they were getting a badge they had not earned? I think not and
that they at least SHARE in the responsibility for this mess. It is NOT
just sloppiness of the adults.
