Small Unit reconstruction

Once again I look to the collective wisdom of the list for help.
I have recently moved to a new city and have been looking for a troop to
be involved with. Several troops were recommended, and I chose what
looks to be a challenging troop. The previous SM left the troop at the
request of the CO. Many of the boys went with him to a new troop
because he provides a fun program, apparently not all within the
regulations of BSA. There are 4 boys remaining, and a couple of
dedicated parents. They will participate in the council/district school
night recruiting, and will get approx 15 webelos next February. I want
to work on training/educating the 4 boys, so that next spring they will
be able to comprise a 'leadership corps' for the incoming youth.
What I am asking for is any advice from someone who's 'Been there, done
that' with a small unit. Obviously I cannot work the patrol method in
this group, but I can definitely incorporate 'boy run'. Even things
like JLT depend on the boy being able to go back and implement it in
their unit, which will not be immediately possible.
Are there any good resources (BSA literature or experienced leaders)
that might be of assistance.
I await any suggestions or advice.
