I don't have a definitive answer, but several thoughts that might help.
1. A scout who is "almost eagle" should be treated the same as the scout=
who just made second class. They both should be expected to obey the sco=
oath and law in their daily life.
2. I would schedule a SM conference with the boy to discuss the issue. =
should focus on only his behaviour, and not his plans after Eagle. Not
knowing the boy, I wonder if there isn't something in his life that has
changed causing the change in attitude from being a good SPL to being a
disruption. Talk to him about it!
3. Bring the issue up to the PLC. When in doubt (and even when not in
doubt), let the boys lead!
