I would indeed hold the Scout spirit over his head. I would have a talk
with him ASAP, and tell him that if his Scout Spirit does not improve, that
he will not get it signed off on his eagle advancement. I would do this
soon, and also tell him that if he does not have any intention of
improving, that he should not waste any more time on his project, and let
him go his merry way.

Bruce, I think you are right here, he will be gone as soon as he gets it,
maybe he should be gone sooner.
