Our troop did a similar project last summer. It was great! The boys and
adults had a great time running it.
We did not have the alcohol problem though. It was held on a city park
and alcohol was not allowed on the premises.
It was great fun, no risk, and good $$$$ benefit to the troop. Half the
amount was divided among the boys that worked for their Scout Accounts,
the rest went into the general troop fund.
Perhaps you could sub out the alcohol related duties to another group.
Fill out the money earning application, include ALL the details, and your
local council will let you know if there is a problem.
