This is to the first part of the question, the legal part.

vv---------Your Question Number
Q1>Depends on the severity of the resultant situation.
a)When the parents pass the boy to you You or I become legally
responsible "in loco parentis" ((Local Parents))
-> This is a two way street so use caution. If you knowingly
-> accept the situation (e.g. you know they are not giving meds
-> (and you know he needs them then you have accepted authority)
-> Remember the parents ALL the parents TRUST YOU with their child
and so does the Law
b)The US system is based in part upon old British Common Law
This is a complex law system I can best define as Common Sense
It robs us of some individual liberties e.g. Having the right
to shoot a child who walks on your property, sell your wife,
strike your neighbor for cussing at you or whatever any =
particular individual thinks is his god given right and replaces
these rights with "common good" rights and liberties. Again they =
are mostly common sense learned and known by most adults.
c)Each boy should have completed a form when they joined the troop
that tells you things you should know about them. Medical forms
including contact information are supposed to be in your possession
when going on outings in case of emergencies.
d)If the parents Willfully Misled KNOWING danger was imment =
you MIGHT have a good legal chance at winning ??.
Again these are big words since you as the Local Parent
are in charge and held first accountable.
((Personally no one wins except the pockets of the legals))
e)The law of our land protects children and others often holding =
adults accountable to very high standards. The smarter adults or
ones with credentials are held to even higher standards. This =
means YOU and ME. Again this comes out of Common Law which knew
Boys will be Boys and expects the community at large to protect them.
f)If the boy hurts someone or himself due to your or another =
adults' lack of dillengence you are first accountable.
g)Now that I scared you come back to Common Sense and Common Law
Do a Good Job, Be Responsible, =
It is not necessary to be perfect, mistakes and judgment is Great
