It was explained to me this way at my wood badge course. You are entitled
to wear the world crest after you have made a contribution to the World
Scouting Fund. We were told not to have one on our uniforms the first
weekend, but after we took up an offering for the fund on Sunday, we were
told that we were now entitled to wear the Crest, and everyone who
contributed had one on their uniforms the following weekend.
As to uniformity, this would be just like a patch of rank or anything else
I would think, you wear it if you earn it, otherwise you don't.
I may be misinformed, but this is how it was explained to me.
