The troop of which I am Scoutmaster (T-59 Alamo Area Council, San Antonio TX)
has patrols stratified by age (I inherited the structure 6 months ago). I do
not let patrol leaders sign for requirements, instead I have instituted Troop
Instructors who are then qualified to sign a set of requirements.
Additionally, these Instructors are required to teach their requirement set
during troop meetings -- with the intent to cover T through 1st requirements
in a six month cycle. The review of scoutcraft is good for the whole troop,
and the teaching becomes part of the Troop Instructors Leadership
Watch for falling rocks.
