Just to add some current data, I just received from my council office the
certificate for a board held on 5/14. That's a total of over 11 weeks.
However, this includes the time for me to mail it to my council office,
for them to mail it to national (which often is no more often than once a
week) and for my SE to have his letter attached and send it back to me.
Thus, 8 weeks or so might be the actual national processing time.
