In the _Advancement Policies and Procedures Committee Guide_, under "The
Twelve Steps from Life to Eagle", the last sentence under # 12 says:
"The Eagle Scout court of honor should not be scheduled until the local
council receives the Eagle rank credentials."
Unfortunately, there are instances when National finds a
glitch/imperfection in the paperwork. They need time to review and
research it. It would be worse than horrible for the candidate if his ECOH
had to be postponed...and it would.
