Absolutely correct (actually it is a "what the PLC wants deal")

The rule is, IF you wear the neckerchief OVER the collar, the collar
MUST be turned under. You may not wear the neckerchief over a standard
collar. You may wear the neckerchief under the collar. You may wear no
neckerchief at all. All these choices are to be made by the PLC based on
the method of which do we like best. I have never heard anyone suggest
that one is more "Formal" than another, (except the writer above) but I
can't rule it out.
