Good question :) I've personally done both. And I've done the turn the
collar under method. I've not seen a hard fast rule on this. (If there is
one would someone call it out please :) I think its a what you want deal.
I find the collar turned under method to be very "formal" where as the
under the collar to be more "casual". These are my thoughts on the matter.
And now it would be nice if more troop had their own neckerchiefs. This is
one thing I miss from Transatlantic Council (Almost every troop has a
neckerchief it seems +the lodge)
