Earning Merit Badges

Just talked with a fellow who said that his summer camp is no longer using
blue merit badge cards at summer camp. Instead, the scout gets a form that
states that he attended classes on these days and completed these activities.
When the scout returns from summer camp, the scoutmaster has the option of
accepting the report and completing a blue card if he feels scout has earned
the merit badge OR referring scout to an in town counselor for review. He
says the camp did this so 16-year-olds could sign off on merit badges. I
asked him if there had been a lot of complaints from SMs. I meant before
the council started using a report form but he took it as present and said
"No, everyone seems to think it is a great idea." At that point he suddenly
had to leave and I didn't get to talk about what Council this was. Has
anyone heard of this practice?
