One of the things I've seen is for adult leaders to devote a bit of extra
time to those who are advancing more slowly. One unit I was involved with
had two game periods during the meeting. Everyone participated in one but
during the other, if you had not passed off on that night's topic, you joined
a special group to work on the advancement. One of the things it did was
to encourage scouts to complete requirements on a regular basis. The other
thing it did was to give a little extra help to those who needed it.
We tried to pick topics based on need and did a little manipulating so that
a scout was not cut out of the second game period every week!
The other thing we noticed was several people getting a requirement signed
off the week before it became the special topic!!
