A large part of the reason, Carol, is because those few employees of
National's (they've cut their workforce at the National Distribution Center
in the past three years) are all at the National Jamboree or on their way.
Those phone operators are contracted by BSA to handle your order but it
still have to go to another site whereby they actually place the order; it
is that secondary site that has BSA employees and which many of them are
gone to support operations at the Jamboree for the next four weeks (some
employees have been at Fort A.P. Hill since the start of this month).
It would be a LOT better if the BSA purchases the system that they were
talking about purchasing that will allow you to "key in" using a touch-tone
phone your order, give them your BSA registration number, and have the order
sent to your home within a week's time. The main problem with that, is that
lots of their orders come from non-BSA members or distributors, and of
course, those people don't have BSA registration numbers.
