Since you listed the resources which you use, I question your "testing"
of the Scout in the BoR. The Committee Handbook, the Advancement Guide,
and most other references I've seen *specifically* state that the BoR is
*not* to be used for retesting the Scout.
Scouts that are not prepared should not be sent before the Board. We
should determine through the training process who is ready and who is
