What does the Camp Freedom Leaders' Guide say about smoking??
I betcha it says "Smoking is not permitted on the camp property or around
any camp building, camping area or around Scouts." or something close to
that. I remember reading a copy of the Leaders' Guide from last year when I
was there in Germany recently; ask for a copy of it and see what it says.
Then, you can confront him with his own policy (I'll give you a hint: It
hasn't been updated in a while).
Most Councils do not allow smoking anywhere around the camp property.
