What is the primary responsibility of the Scoutmaster?
I think I remember learning at Scoutmastership Fundamentals that it is to
provide Junior Leader Training to the troop's boy leaders.
If the boys elected/appointed to leadership positions are properly trained,
they should realize their responsibilities and understand what it means to
actively participate in the _____________ position.
"Should" is a key word here. We are talking about teen (or almost teen)
aged boys. Even very responsible, mature ones need reminding sometimes
about their responsibilities.
It's ok for a Scoutmaster to call for a SM conference when he sees a boy
not fulfilling a responsibility. It's ok to provide further training for
that boy who, maybe, didn't quite get exactly what is expected of him in
this particular position. Or maybe the boy doesn't understand how he isn't
actively participating. It's appropriate for the SM to bring his
observation to the SPL's attention along with the repercussions spelled
out. If this boy continues in his position without doing the job, he
technically has to be signed off for tenure in the position. When the SPL
then brings that information to the PLC, the boys have the opportunity and
responsibility to resolve it.
>From what I've seen, boys are not happy to see a fellow scout advance when
they don't think he's deserving. If active participation and measure of
scout spirit are the issues in question, his buddies will be harder on him
than any adult. If the boys know ahead of time how to prevent someone from
getting credit for a job he's not truly doing, they will.
As for appealing to National, my understanding from a recent Advancement
course at Philmont is that accompanying letters are considered by the
National Advancement Committee. If a boy appeals an advancement action
such as denial of Life due to lack of active participation in a position or
lack of demonstration of Scout Spirit, the unit (adult) leaders have the
opportunity to express their reasons by letter. If no reasonable letters
appear, National will make the determination based on what information they
do have; dates and requirement sign-offs.
