One local unit presents each scout elected or appointed to a leadership
position a statement of what the unit considers to be "serve actively."
Both the scout and the parents are asked to sign the understanding which
basically says that the scout must participate in at least 60 percent of
the regular troop meetings and 60 percent of the troop activities during
the period. Before the parents were asked to sign, there were apparently
frequent problems but once the parents understand, the scouts usually
meet the requirements. No one has chosen to challenge this process.

a lot of problems!
