But, "serve actively," merely means to occupy the position for the
requisite number of months, while registered as a member of the unit. No
"level" of activity is indicated, nor is it within the purview of the
unit leader to deny the leadership position credit on the grounds that
"he didn't do it good enuf."
If a scout isn't doing his job, the person/body who put the scout into
the job should remove the scout from the job. Once he's been there, done
that, you can't make him do it again for advancement credit. If you
don't want him to advance, you'll have to use the "scout spirit"
catch-all. Of course, you may find yourself explaining why the "scout
spirit" you want for Life or Eagle is different, all of a sudden, than
the "scout spirit" that was enuf for 1st Class or Star.
