POSTHUMOUS EAGLE AWARD

I just found out that a scout in my district was killed in a car
accident while returning from Philmont. One other is in critical
condition and others are hurting. Perhaps we could all take a moment
and say a prayer for this scout, his parents/family, and his unit.
My question: According to the information in the paper, he was "close
to Eagle". I have seen instances of other young men being awarded the
Eagle after their death. Does anyone on the L have any experience in
that area. If so, how much work had to be done, was the project
complete, etc. Our district advancement chairman said that he had not
been contacted but that he had heard that the boy was beginning the
paper work. At this time there is no way to tell how far along he was.
I personally would have no problem awarding the Eagle if he was a "good
Scout" and had begun work on his project, but I really have no vote in
the matter. My District Chairman, who is not online asked me to post
this to the List.
Any comments would be appreciated. For what it is worth, this boy was a
member of an LDS troop.
