The chartering organization owns it, but it usually comes out of the troop

It usually falls under the property insurance of the chartering
organization. It can also be covered by the insurance of the location
where it is stored. I'm not sure about the vehicle insurance. You'll have
to ask the auto insurance people on that one.

The person or organization who has the insurance would be responsible,
however, it is reasonable to ask the troop budget to cover such things.
> Can a Committee Member donate their time to maintenance of the Trailer,

committee member donating time is just fine.
> Could the Trailer be used by Troop Members for Service Projects or

As long as the chartering organization agreed to it.
