This question came up at the June Boy Scout Advancement Conference at
Philmont. The answer we received was NO. Nobody is automatically a merit
badge counselor for anything. On page 9 of the _Advancement Policies and
Procedures Committee Guide_ under Qualification of Counselors. it states,
"Persons serving as merit badge counselors must be registered as a merit
badge counselor with of the Boy Scouts of America. They must be men and
women of good character, age 18 or older, and recognized as having the
skills and education in the subjects for which they are to serve as merit
badge counselors, as well as having the ability to work with Scout-age
"The Merit Badge Counselor Information sheet is used by district or council
advancement committees in determining the qualifications of persons to
serve as merit badge counselors. All merit badge counselors must be
approved by the council advancement committee."
The last sentence pretty much says it all. As to the skills/education, no
where in the paperwork filled out to become Scoutmaster is there a place
for information to identify that a person becoming Scoutmaster is qualified
to counsel any particular merit badge.
Scoutmasters automatically being camping and cooking merit badge counselors
may have been so at some time in the past (before my time), but as we know
and have had recent discussion on in the training thread, things change in
BSA and we all need to go to the most recent resource for the current
answer. Hope this helps.
