Foreign Scouts in BSA Troops - and advancement

Yes foreign scouts, like the Croatian you mentioned, can join BSA and
With regard to advancement, and recognition for his work in Croatia, he
must bring documentation of what he has accomplished, present it to the
troop and Council Advancement Committees, and they will determine where
he should fall in the Scout-Tenderfoot-...-Life ranks, based on his
prior work. He CANNOT be made an Eagle automatically, but while in the
USA he can advance up to and including Eagle (and earn palms). Once he
leaves the USA he cannot advance further.
I attended an Eagle Court for a foreign Scout in a troop in Akron a
couple of years ago, right before he returned to Europe.
