US Citizenship required for BSA membership?

Now that we know that a boy doesn't need to hold U.S. citizenship to be
a BSA member, I have a situation with which I need help. In August, a
15-year old exchange student from Croatia will be joining our troop. He
is currenlty active in the Scouting organization in his country. I
don't know anything about the advancment program in Croatia or anything
else about Scouting in his country. Can anyone point me toward a
resource who can tell me about Scouting in Croatia or if the boy's
"rank" in Croatia converts to a corresponding BSA rank? Or does he
simply have to start all over again in the BSA's program and earn
Tenderfoot, Second Class, etc.? Any help or advice will be appreciated.
