A boy who is not a U.S. citizen can certainly join a BSA
Pack, Troop or Post. There is no citizenship requirement
for boys who live in the USA, so long as they meet the
other joining requirements.
(On your other question...
Why should it be a problem for people to live in Point
Roberts, even if it is an island mostly surrounded by
Canada? We are, after all friendly to those of you on the
hotter side of the line...)
