US Citizenship required for BSA membership?

I went to a meeting the other night and an interesting question
surfaced. Can a boy who is not a US citizen join the Boy Scouts of
America? I know that it is required of adult leaders, but I can't find
any such requirement for youth members.
My troop is in Blaine, Washington, along the Canadian border. There are
probably more Canadians than Americans living in Blaine, and while it
hasn't come up yet, I wondered what the ruling would be if a Canadian
boy wished to join an American unit.
(As a footnote, about an hour from us is a BSA troop in Point Roberts,
Washington, which is on a pennisula that dips south from the Canadian
side to eventually cross the 49th parallel. This is, in effect, a tiny
U.S. island surrounded on all sides by Canada -- a unique situation: I
have no idea how they deal with it.)
