Calvin has some good points, and it seems, a well run troop. I agree, you
probably shouldn't require all leaders to go through FS, SMF, and YPT.
However, those leaders that have direct responsibility for boys while on a
campout should be fully trained, and not just those attending summer camp or
high adventure. The same problems you are concerned about on week long
outings can creep up on weekend outings.
Our troop policies state that the Scoutmaster MUST be fully trained, or be
replaced. We "encourage" SA's and committee members to attend training as
well. We also require the person in charge of any outdoor activity to be
fully trained. We have enough SA's that we rotate month-by-month who will
lead an activity - this takes a lot of the stress off of the SM and only
requires someone to lead an outing once or twice a year.
As the CC, and training coordinator for the district, I was sure proud last
year (March 1996) when during the District Recognition Dinner our troop was
presented with seven Scouter's Awards.
