Right now the favorite thing on the street is for the kids to throw
water balloons. We don't stockpile them, but fill them 1 or 2 at a time
to stretch out the playing time. I don't know who has more fun, the
thrower or the catcher. The catcher certainly gets wetter!
And yes, they *do* pick up all the pieces, not willingly, but they do.
They now make fabric covered balls (foam??) that you soak in water and
then can throw. They are fun, but they get very dirty and can hurt with
they are thrown HARD.
I've also seen water fights with sponges and buckets of water to resoak
them in. Sponges are cheap enough everyone can have several sponges and
now one can hoard them all.
