Requireing Swimming Merit Badge as a prerequisite for EARNING Canoeing
MB is not proper. It is probably a hold over from several years ago when
Swimming was a required prerequisite. Now it is only first class swimming.
BUT, a camp could legitimately restrict participation in the Canoeing
merit badge CLASS to those who have completed Swimming Merit Badge as a
means of limiting class size. It wouldn't be my preference but it is
essentially equivalent to a counselor saying that they will not counsel
a particular scout because they don't have the time!!
I suspect that if you call attention to the inconsistency with the
requirement someone will say "When did they change that?" and everything
will be fine!!
