If the ten year olds are 10 and 1/2 they can be Boy Scouts if they have
completed Arrow of Light requirements. It doesn't matter that the pack
will have no senior boys for a year, others will grow and replace them.
What does matter is that Cub Scouting is a preparation for Boy Scouting
and those 10 1/2 or older are ready. Those not yet 10 1/2 will have to
wait. That's the rules and we can't change them. I suggest you cross
over all those 10 1/2 or older in September to a troop with a good
program and have the rest wait a few months until they reach that age.
