Arrow of Light requirement #1 from the Webelos Scout Book that I have in
front of me (1991 printing): "Be active in your Webelos Den for at
least 6 months since completing fourth grade (or for at least six months
since becoming 10 years old), and earn the Webelos badge."
According to your own note, all the older boys have met this
requirement. Completing the activity badges is another requirement. But
there are four other requirements; have the boys completed those, also?
If so, you have no choice but to present the Arrow of Light.
As for the 10-year-olds, when were their birthdays? If they are at
least 10.5 years old, again you have no choice.
I understand your concern for the Pack, but we are not allowed to make
the boys do *more* than the requirements call for. The most you can do
is *suggest* that the boys earn more activity pins in order to put
compass points on the compass points emblem.
