I do not know if there is a BSA-prescribed procedure for it, but I believe
that in the five districts of the South Plains Council the custom is to have
nominations considered by a selection committee which is composed of past
recipients of the award (which, BTW, is known as the District Award of
Merit); members of the committee are appointed by (I presume) the district
key three (chairman, commissioner, and executive).
