As distressing as it certainly is, being in such a situation, It is best
to look not at what someone outside is trying to do, but what can be
done within the Troop to make the program such that the boys will tell
her they are happy where they are. If the program is lacking, fix it. If
the boys don't run it, change it. If they would rather be in Webelos
III, then they have not learned how much fun they can have when they can
decide what they can and will do.
As for the boys she is targeting, they must learn to decide, they must
learn how to chose, they must learn a bit about growing up. Their choice
will have consequences and they need to learn how to understand what
that means. If Scouting is nothing more than a trophy hunt, then your
friend should pay attention to those scouts that remain, bless those
that go, and keep the spot in the campfire open, for they may return.
