NOTE: These quotes were not in response to one another. Simply relavant

I do have the Insignia guide in front of me. It reads as follows:
"Blue background, No. 5298,
Scouter service, above left pocket."
Nowhere in the BSA Insignia guide does it say anything to refute that
with an "Oh By The Way" you can use it for your youth time also.
