I assume that the Scout's Eagle Board of Review was at least three
months ago and the COH was delayed. If not, the Eagle Scout does not
qualify for a Palm.
We present Eagle Palms in the same way we present any other award at a
COH. Since Palms are somewhat rare and most people know that Eagle is
the highest rank in Scouting, we explain what this award signifies.
