It's an interesting distinction you draw between different calculations of time,
I'm not sure that we can comply in the case of Tigers. Maybe it's unique to my
unit or council, but Tigers start at the beginning of the school year. They
graduate into Wolf status in June. If we gave them a one year pin based on 12
months, nobody would be able to qualify.
Technically, we start all our programs with the end of the June meeting -- we
tell the kids when the new neckerchiefs get tied on, that the Tigers are now
Wolves, the Wolves are now Bears and so on. (The Webelos II are *gone*) So we
probably "cheat" in that kids who join a den in September would also be awarded
stars in June. I guess we think in terms of program years, not calendar. I hope
this is one of the many things that is subject to local policy....
