Could it be we're talking about an automobile racetrack? This may be a
regional difference in use of words here.

Presumably this race trace does not allow betting. Not even in Louisiana
could you get a minor into the clubhouse on a race track with betting.
(I know -- we were with our friends, whose child was under 1 yr old, and
we were firmly turned away from the quarter-horse track. When
another friend takes their pre-teens to Vegas with them, the kids aren't
even allowed to step inside the doorway.)
And if the track DOES have betting and DOES allow minors, I'd suggest a
nasty-gram to the state regulatory agency.
BUT if the post really meant "Scouters" and not "Scouts", I can't see
this as a positive PR move on the part of the Scouters.
But then again, I've been wrong before.
