Webelos to Boy Scout Transition Questions

In the Webelos book, the transition from Webelos to Boy Scouts is
unclear. On page 357, reviewing the Arrow of Light requirements, item
#6 addresses the move to Boy Scouts. It says (paraphrased):
After completing all of items 1 =96 5:
Talk with your Webelos leader about becoming a Boy Scout
Visit, with your parents or guardian, a meeting of a Boy Scout troop
you think you might like to join.
Talk with the troop scoutmaster - learn about the troop: What it
does, how it operates, what does it expect from its members, etc.
After selecting the troop you want to join, get an =93Application to
become a Boy Scout=94, fill it out, have it signed by your parent or
guardian, and talk about it with your Webelos leader.
Well. OK, all fine and good, but then what?
Does his current Webelos leader need to sign? To whom does the form
go? Who delivers it to that individual? How does the boy know they are
accepted? How do they inform the Cub Pack leader they are leaving and
when? Do they need to? Is there a Cub ceremony that should be
scheduled? By and with whom?
Perhaps this is all in a Leaders Manual but as a parent, it is not very
clear and difficult to talk with the scout about this.
