If the parents received X+Y dollars that was donated towards a district
Scout fund raising event and they only turned in X dollars, they have
stolen Y dollars. You may want to inform them of this and advise them
that the people who donated the money (and the IRS) need to be informed
of their action.

You have a very solid leg to stand on. Because they wrote two checks,
one of which they canceled right away, you have a very good case that
they intended to defraud the people who donated the money towards
It is irrelevant how the Troop was going to use the Y dollars towards
