Critical Philmont question

Can anyone give me some insite on the current regulations concerning a boy's
weight at Philmont? My son leaves on July 7th. He's 6'2" and weights 265,
or did when he had his physical 1 1/2 months ago.
The troop received a letter from Philmont this week stating, essentially,
"If you have anyone over the maximum weight as listed in the Philmont
medical form, don't bother to bring them with you cause we don't have a
place to put them up while the rest of you are on the trail."
He was 13 pounds over the limit. Are they really that strict out there?
I think he could probably crash diet to get down below the limit, but that
would seriously effect his strength at this point. Any thoughts.
