Now that the livestock is out, I can offer a suggestion about closing
the barn door.
We recommend puting "Make cheques payable to Scouts Canada" on all of
our pledge forms, etc., and we get any cash collected at an event into
the bank the same day.
This doesn't eliminate the possibility of funds getting redirected into
an individuals account, (particularly because of the cash being
collected by individuals between meetings) but it does reduce it.
Even in the case described, if someone had put the parent's cheque into
a night deposit the day it was received, the parent's would have had to
be pretty sneaky to get the stop payment in place quickly enough.
Although, my guess is that they planned to issue the stop payment right
from the start, hence the two cheques.
[Note: I'd certainly be willing to have you all make fundraising cheques
payable to my group. :-) ]
