Our policy is that the money reverts to the Troop, unless the boy is
transfering to another Troop in which case we will send a check to that Troop.
We are fairly liberal as to what he can spend it on. Almost anything that
could be considered Scout-related is acceptible. At one time we had a good
CPA as treasurer and he said that if we just gave the boys cash we could
endanger our tax-free status.
