Some people will say that Kentucky is in "the Deep South"!! Hugh's from

I attended a District Board of Review for my Eagle rank; my District was
rated as a "suburban District"; there was a split between local unit Boards
of Review in the Old Kentucky Home Council and in the old Audubon Council; I
don't remember a unit Board of Review anywhere in the Bluegrass Council nor
in the old Lonesome Pine Council from the middle 70s to '90; and all of the
Eagle Boards of Review were done at the unit level in Germany (the three
Districts that existed during my times with TAC).
(Oh yeah..my district was based in Elizabethtown, Kentucky and served five
counties, three of which were rural; and the Fort Knox military reservation,
definately suburban; and two large suburban/urban counties.)
So, what I'm understanding from my own personal reflection is that TAC
Germany preferred unit-based Boards while the other Councils in Kentucky did
District-based Boards for the most part (in the districts in most of
Jefferson County, Kentucky (Louisville), they had unit-based Boards; the
west-end Shawnee District had District-level Boards.
A lot of it, John, have to do with the capabilities and experience level of
the unit and the District in which it lies within.
