Alternate merit badges -Reply

It is great to here he passed his swimming requirement for first class.
This will mean he will allways be able to get to safety if he falles off of a
dock or boat.
As for the Eagle required Swimming and Lifesaving both have Eagle
options. If you look at the eagle list for the eagle badge in his book, you
will see a list of Meritbadges that are required. The list shows
"Emergency Preparedness OR Lifesaving" and "Personal Fitness OR
Swimming OR Sports" he only needs one of each of these to get his
Eagle with out a problem.
To substitute any other badge other than listed in the current
advancement book must go throug your council service center.

I was wondering if anyone had the "alternate" merit badges a Scout
can earn if a boy is disabled or handicapped. Is there a URL
somewhere with this information on it?
Specifically, we have a boy in our troop who has a "debilitating
fear" of the water. Thus he is unable to earn his swimming merit
