As I stated in an earlier post, we do district level BORs. And, we fit your
theory to a T. Our district has probably less than 100,000 people, spread
over two counties in two states. Our largest population center is Dover,
Delaware. Dover was named a metropolitan area a couple of years ago, with
50,000 people within the general area. In the city itself there are about
