This, if in fact the case, requires a different approach than with Boy
Scouts. It makes Jim's idea of clearing the range during a period when the
boys may not be watched as closely even more important, but should lessen
the overall "punishment" for the offence. I think Kim did well. When the
additional information came in, the Cubs (both the darer and daree) should
have been confronted and explained the danger of their actions. At that
point their range privlidges should have been pulled, but not for the
remainder of the camp.
